An .ico file is unusual among image formats: it is a container that holds several sizes of the same icon in one file. That design exists because the same favicon appears in wildly different contexts - 16 pixels in a browser tab, 32 in a bookmark bar, 48 in a Windows shortcut, larger again on a pinned tile. Letting the browser scale one large image down produces mushy results at 16px, where every pixel counts and fine detail turns to noise. Bundling purpose-made sizes lets each context pick the one drawn for it. The practical implication is about design, not tooling: an icon that works at 16 pixels cannot be your full logo. There is room for a letter, a simple mark or a bold shape, and nothing more.
